PROBLEM TO BE SOLVED: To provide a system and method for a program recording and reproducing that can provide time-shift reproduction with high convenience to users. SOLUTION: This invention provides the program recording and reproducing system that includes a plurality of receivers for receiving broadcast programs on a plurality of broadcast channels, a recording and reproducing device for recording/reproducing the received broadcast programs, and a controller for controlling reception, recording and reproduction of the broadcast programs, and the controller is configured to comprise a broadcast contents discrimination means for discriminating contents of the broadcast programs recorded by the recording and reproducing device, a paragraphing signal providing means for providing a paragraphing signal to paragraphs of contents in the recorded broadcast programs, and a reproduction instruction means for referencing the paragraphing signal to provide an instruction to reproduce the recorded broadcast program of the paragraphs of the contents to the recording and reproducing device.
