PROBLEM TO BE SOLVED: To detect various specified persons in various fields by detecting and tracing persons from a monitoring picture, recognizing actions, generating the action table of the respective persons, retrieving the person performing the specified action from the action table and detecting the person when the retrieved person comes to a store again. SOLUTION: A monitoring system is provided with a recording part 11 recognizing the action of the person displayed on the monitoring picture, generating a recording item based on the action in a edit capable form and recording it in the person action table 15, an identification part 21 retrieving the specified person based on the recorded item recorded in the person action table 15 and generating a specified person table where information of the person and the item for retrieving the person are recorded, and a detecting part 31 for detecting the person whose information is recorded in the specified person table from the monitoring picture.
