PROBLEM TO BE SOLVED: To realize a high speed as well as a high quality with respect to read/write of a recording medium provided on a business form. SOLUTION: When a magnetic stripe 67a of a bankbook 62 is read/written by a magnetic stripe read/write part 5, a magnetic head 41 is normally fixed in a fixed position and the bankbook is carried to attach importance to the read/write speed of the magnetic stripe, and the magnetic head 41 is moved to attach importance to the read/write quality.
