PROBLEM TO BE SOLVED: To provide a bit stream converter which can be downsized by reducing the processing amount required for conversion in converting the bit streams of a reproduction-only DVD system to the bit streams of a recording DVD (digital video disk) system. SOLUTION: The converter converts multiplexed bit streams so as to start audio data of an audio pack at the head of a pack assembly from the head of the data of an audio frame and to end the last audio pack at the end of the data. Division 105 into a first half part and a second half part is performed at the end of the data of the audio frame included in the last audio pack of the pack assembly before the conversion. The first half part is arranged at the position of the last audio pack and then the second half part is arranged 107 at the position in front of the audio pack arranged at the head position of the pack assembly that follows.
