PROBLEM TO BE SOLVED: To provide a contents distribution server that can achieve both of the cost reduction and the enhanced security for contents acquisition. SOLUTION: The contents distribution server manages a contents ID provided to each contents and user IDs on which permitted or inhibited contents acquisition depend or a virtual network ID. Then the contents distribution server identifies a contents ID, a user ID and a virtual network ID attached to packets the access to which are requested on the contents distribution server, collates them with the management information, receives the packets when the result of collation indicates permission of contents acquisition, and transmits the packets on which the contents are loaded.
