PROBLEM TO BE SOLVED: To provide a multiplexer, a band controller, a program and a recording medium for utilizing network resources more efficiently by normally (during non congestion) distributing an excess band fairly to respective connections contained in a communication network while guaranteeing a contracted lowest band even in a congestion state and for being economically realizable even for a high-speed channel. SOLUTION: The multiplexer includes a means that calculates a permitted arrival rate ACRi according to a formula of ACRi=β(R).Wi/Wact, whereβ(R) is a continuous function of an arrival rate R to which a maximum arrival rate is set in advance and which reaches nearly zero when the arrived rate exceeds the maximum arrival rate, Wi is a predetermined weight determined for each connection (i) and Wact is a sum of weights of connections (i) in which one cell or more is stored in a buffer awaiting reading and that discriminates the permission of reception of cells belonging to connections (i) the arrival rate Ri of which is the permitted arrival rate ACRi or below.
