SOLUTION: An information terminal displaying device has a public telephone line terminal part 102, a network line terminal part 105, a character data controlling part 103, a browser 106, and a displaying part 108, decodes character data transmitted by mail through a public telephone line 101, browses contents of a site of which character data is URL, and displays it. The cellular phone user can commercially obtain information with high grade and high resolution at low price.
