A paper forming device of a paper-making machine switchable to a structure suitable for the high-speed formation of thin paper and the formation of thick paper, wherein paper making material S is discharged from a head box 1 onto a wire 2, dehydrated by dehydrators 5 while being transferred by the wire 2, and further dehydrated by a suction box 6, a forming roll 13 allowing a felt 7 extending from the suction box 6 to be applied thereon is liftably disposed over the wire 2 near the head box 1 and, in thin paper forming, the forming roll 13 is lowered to form a nip between the wire 2 and the felt 7 so that the paper-making material S discharged from the head box 1 can be rather immediately held by the felt 7 and the wire 2.
