PROBLEM TO BE SOLVED: To provide a vehicle data concentration system capable of reducing the preparation cost of communication infrastructures, quickly transmitting/ receiving music data or the like and collecting copyright fees to be paid to a writer of the music data or the like in transmitting/receiving the music data or the like between vehicles, a data concentrator to be used for the system and a data providing device. SOLUTION: A data concentrator 10 loaded on a vehicle C1 receives ciphered music data or the like from a data providing device 20 loaded on a vehicle C2 via a vehicle to vehicle communication channel N1 and receives a deciphering key from a key management center 4 for managing the deciphering key to be used for deciphering the ciphered data via an out-of-vehicle communication line N2. In receiving the deciphering key from the center 4, the center 4 carries out charging processing.
