PROBLEM TO BE SOLVED: To provide a voice message distribution system that can distribute a message to an opposite party of a particular area with a simple operation on the occurrence of congestion in the particular area. SOLUTION: A sender switch 2 sends a call to a message distribution server 11 to transmits a message from a sender phone 1 to the message distribution server 11 together with a sender ID, a dial number and a reception time when congestion takes place and a called switch 6 is restricted. The message distribution server 11 converts the message from the sender phone 1 into a voice file and transmits the file to a message distribution server 12 together with a sender ID and a dial number or the like via a network 13. When the congestion restriction of a receiver switch 6 is released, the message distribution server 12 converts the voice file received from the message distribution server 11 into a voice signal and transmits the signal to a called phone 5 denoted by the dial number via the called switch 6.
