A server 100 of a program creation company presents program plan information in which program plans are listed on a terminal 200 via the Internet 10. When a user of the terminal 200 finds a program plan in which the user desires to invest money, the user reports that together with an investment amount to the server 100. The server 100 accepts investment proposals from the terminals 200 for a predetermined period of time. The server 100 compares the total of the investment amounts accepted to the program creation cost, so as to determine whether the program can be created. When the program creation is possible, the server 100 charges the investors according to a predetermined procedure. The program creation company creates the program using the investments collected and distributes the program from the server 100 via the Internet 10 to the terminals 200. The server 100 transmits a predetermined page for participating in program planning to the terminals 200 of the investors.
