PROBLEM TO BE SOLVED: To solve the problem that balance information can be easily forged by being forcibly rewritten by using magnetism because a prepaid card used as a pay means to download of conventional delivery data is a magnetic card. SOLUTION: This information recording medium comprises a user data area, a prepaid information area and an accounting information area, and is characterized by being equipped with the prepaid information area including prepaid money information in a write-once area incapable of being accessed by a user. The medium is also characterized by becoming impossible to be rewritten by recording, in the write-once area, content accounting information including the balance information after pay for a content which is a purchase object to be recorded in the user data area.
