PROBLEM TO BE SOLVED: To efficiently generate TS (Transport Stream) according to various kinds of situations. SOLUTION: A control part 115 controls the data length of a PES (Packetized Elementary Stream) generated by a PES generation part 112 so as to correspond to a TS packet length for improving transmission efficiency during normal time and controls the data length of the PES generated by the PES generation part 112 corresponding to the access unit length of ES so that noise is not generated when a switching trigger signal is inputted. Dummy data is added for generating the TS packet of a fixed length corresponding to the data length of various kinds of PESs in a TSP (Transport Stream Packet) generation part 113.
