PROBLEM TO BE SOLVED: To perform alarm sound transmission control corresponding to surrounding environment conditions regarding a discharge alarm system and a discharge alarm method sending out alarm sounds prior to dam discharge. SOLUTION: In the discharge alarm system and the discharge alarm method, a plurality of alarm stations are arranged on a downstream side from a monitoring station in a prescribed distance, a discharge alarm notification is sent out from the monitoring station prior to the discharge and an alarm device 1 which receives the discharge alarm notification sends out the alarm sound by driving a siren device 2 and sends out the alarm sound from speaker devices 3-1, 3-2 and 3-3 when the alarm sound can not be sent out from the siren device 2. The alarm station is provided with a sensor 8 for detecting surrounding environment states such as a wind direction, wind velocity, rainfall and noise, and an alarm control part 5 for performing control by judging whether to drive only the siren device 2 or to combine and drive the siren device 2 and the speaker devices 3-1, 3-2 and 3-3 at the time of receiving the discharge alarm notification by detected information by the sensor 8.
