PROBLEM TO BE SOLVED: To improve the factors of worsening global environment by recycling waste, effluents including drainage or excretion for reducing the amount of unilateral waste and the exhaust amount of carbon dioxide. SOLUTION: The effluents are used as raw materials to produce nutrient salts, an ocean ecological system in an ocean is established based on the nutrient salts, fishery resources produced in the process of circulating the ocean ecological system are gathered, effluents discharged after consuming the fishery resources are collected and the effluents are used as raw materials to reproduced nutrient salts, thus permitting the recycling the fishery resources. In particular, submarine structures formed by simulating a sea bottom are suspended in an ocean, environment suitable for aquatic organisms including fishes and shellfishes and aquatic plants as fishery resources to inhabit in the submarine structures 2 is constructed and thrust acting against an ocean current is given to make the submarine structures 2 stay in position.
