PROBLEM TO BE SOLVED: To obtain a cooling tower provided with an upper water-tank, in which a partition board is made shorter than the width and depth of the surrounding wall of the upper water-tank, the water-scattering area in the board is divided into inside and outside regions, as a result, even if outdoor air wet- bulb temperature is at ice point or below, the cooling water on a filling is prevented from freezing, and icing of scattered water at the outside inlet and outlet is prevented. SOLUTION: When the tank is used in winter, an opening/closing valve 21 of cooling-water supply pipes 18, 20 connected to the outside region 13 is closed, supply of the cooling water to the outside region 13 is stopped, and water is not scattered on the filling 22 located below the region 13. Freezing of the cooling water below the ice point is prevented, and adhesion of water-drops on the fan blades of the outlet 24 is reduced, and the blades are hardly iced over.
