PROBLEM TO BE SOLVED: To perform the purification of contaminated soil at low cost. SOLUTION: To construct a plant for purifying the contaminated soil, facilities such as a dust collector 9, a deodorizing furnace 33, etc., installed in an asphalt plant are utilized. A rotary kiln 41 being a contaminated soil heating means, a dust cleaner 50, a soil cooler 58, and others are also installed additionally to enable the plant to purify the contaminated soil.
