O/F EMULSIFIED COMPOSITION AND F/O EMULSIFIED COMPOSITION

PROBLEM TO BE SOLVED: To obtain an O/F emulsified composition and F/O emulsified composition localizing powder in the interface between O phase and F phase and excellent in stability and capable of providing a cosmetic in which water-repelling and oil-repelling property obtained from a fluorine-based oil solution is sufficiently exhibited, not causing messy makeup and retaining makeup effect for a long time. SOLUTION: This O/F emulsified composition comprises (A) 25-90 wt.% fluorine-based oil solution, (B) 1-30 wt.% oil solution which is not compatible with the component (A) and (C) 5-50 wt.% powder obtained by carrying out water-repelling and oil-repelling treatment of powder having 20-50 mN/m surface tension and the component (C) is localized in the interface between the component (A) and the component (B).
