PROBLEM TO BE SOLVED: To provide a multifunctional cement dispersant which can simultaneously impart multifunctions that a hydraulic cement composition to be prepared has excellent fluidity reduced in deterioration with time, and a hardened body to be obtained exhibits excellent initial strength, has a low dry shrinkage percentage and high resistance to freezing fusing action, and to provide a hydraulic cement composition simultaneously having the same multifunctions. SOLUTION: As the multifunctional cement dispersant, a graft copolymer in which one or more selected from a specified polyoxyalkylene monoalkyl ester, polyoxyalkylene monoalkyl ether and polypropylene glycol is brought into graft reaction in a prescribed ratio with a copolymer obtained by radical- polymerizing a radical-polymerizable monomer mixture containing maleic anhydride and a specified monomer in a prescribed ratio is used.
