PROBLEM TO BE SOLVED: To provide a thermal fixing device realizing the improvement in film strength by smoothing and compressing a releasing layer without causing fine ruggedness or cracking on the surface, reducing its wear to a separation pawl and a thermistor and simultaneously reducing the adhesion of toner caused by the fine ruggedness or cracking on the surface. SOLUTION: A thermal fixing roller 2 fixing toner on transfer paper 5 to which the image of unfixed toner 6 is transferred and provided with a releasing resin layer 22 on its outer surface and a roller 3 coming into contact with the roller 2 are arranged in this thermal fixing device 1, where the roller 3 whose cross-sectional shape is elliptical and which has twisted shape in an axial direction is pressed against the center direction of the roller 2.
