PROBLEM TO BE SOLVED: To provide an exhaust emission control device for an internal combustion engine capable of achieving high NOx removal performance by injecting a reducing agent under desired conditions. SOLUTION: A NOx occlusion and reducing catalyst 11 is arranged on the downstream side of an exhaust pipe 10, and a reducing agent supply nozzle 12 for injecting and supplying the reducing agent toward substantially the whole of a front face 11a of the catalyst 11 is arranged at a position where running wind of a vehicle touches the surroundings and is cooled by running wind.
