PROBLEM TO BE SOLVED: To ensure that a functional coating film composed of a metal or a metallic oxide is not released after forming the coating film, when the formation is made using a plastic substrate. SOLUTION: An undercoat layer 16 composed of a polymer is formed by polymerizing a monomer on the plastic substrate 15 and a hydrophobic substituting group is changed to a hydrophilic substituting group by treating the undercoat layer 16 so as to make it hydrophilic. Further, the functional coating film 17 composed of a metal or a metallic oxide is formed on the treated undercoat layer 16.
