PROBLEM TO BE SOLVED: To form a pump hydraulic turbine in a small size. SOLUTION: The pump hydraulic turbine 10 is provided with a main shaft 12 rotatably supported making a center axis O in a longitudinal direction as a center; a runner 14 fixed to a tip end of the main shaft 12 and rotating with the main shaft 12; upper and lower covers 16, 18 arranged axially left from each other so as to surround the tip end of the main shaft 12 and the runner; a spiral casing 26 communicating with a passage 20 formed between the upper and lower covers 16, 18 and disposed at a periphery of the upper and lower covers; and a draft tube 28 connected to the lower cover 18. A valve of q0 value (Qmax /D2×N) determined by the maximum flow rate of pump Qmax , number of revolutions N and an inner diameter D2 of blade is made to 0.012 to 0.018.
