PROBLEM TO BE SOLVED: To produce hydrogen by making the energy of radiation efficiently absorbed in oxide to decompose water and to store hydrogen as a hydrogen energy source. SOLUTION: Hydrogen is produced by making the energy of radiation efficiently absorbed in the oxide while controlling the quantity of water to decompose water. The apparatus is mounted in a nuclear reactor container vessel, a fuel storage pool or a spent fuel storage vessel.
