PROBLEM TO BE SOLVED: To shorten the agitation time in the pre-treatment of the hot metal by rapidly stopping the inertial rotational flow of the hot metal in a hot metal ladle after the agitation is completed. SOLUTION: When performing the pre-treatment of the hot metal while immersing a blade-like impeller 9 in the hot metal 10 in the hot metal ladle 11 and agitating the hot metal, the hot metal 10 is agitated by rotating the blade-like impeller 9 at the center position 17 of the hot metal ladle 11 from the start to the completion of the pre-treatment of the hot metal, the blade-like impeller 9 is stopped when the pre-treatment of the hot metal is completed, the blade-like impeller 9 is moved to the intermediate position 18 in the radial direction of the hot metal ladle so as to interrupt the hot metal flow in the inertial rotation in the hot metal ladle 11 from the center position 17 of the hot metal ladle 11, and the hot metal 10 is rapidly left standstill.
