PROBLEM TO BE SOLVED: To provide an automated simple and safe device with low capital and operating costs. SOLUTION: This device comprises at least a pair of spaces 1 and 2 adjacent to each other. One is for filling cylinder, and the other is for a vacant cylinder. The spaces are accessible through doors 4 and 5. The doors can be opened by the indication of a reader 15 for permitting an entry into the spaces, and the indication is performed after an identification is first read by a common identification station 14 and confirmed. A printer 16 is installed on the common identification station. Each space comprises a rack 6 formed of seat parts 7 opposed to each other. By observing the rack with cameras facing each other, usable stock can be monitored continuously.
