PROBLEM TO BE SOLVED: To provide an offset transfer device and an offset transfer method capable of obtaining a high quality print at a low cost. SOLUTION: The offset transfer device 1 has a photoreceptor drum 2 on which an image is formed, and a transfer roller 6 to which the image is transferred by rotating with its elastic surface being in contact with the photoreceptor drum 2. The offset transfer device 1 also has a backup roller 7 that further transfers the image transferred to the transfer roller 6 onto printing paper W by rotating with the printing paper W between the transfer roller 6 and the roller 7 itself, and a speed adjusting means that makes the speed of the surface of the photoreceptor drum 2 relatively higher than that of the surface of the transfer roller 6.
