A predetermined number of the light reception outputs A and B to be generated by the A-phase light receiving element 30a and the B-phase light receiving element 30b from the generation of one light reception output Z1 by the Z-phase light receiving element 30z to the following generation of a light reception output Z2 is set at a reference number setting part 3. When a count value by the counter part 2 is difference from a reference number set at the reference number setting part 3, an anomaly detecting part 4 detects an optical system anomaly in the A-phase light receiving element 30a or the B-phase light receiving element 30b.
