PROBLEM TO BE SOLVED: To provide an electrophotographic transfer sheet which is capable of forming images of high luster and high grade and is excellent on document offset resistance and an image forming method. SOLUTION: The electrophotographic transfer sheet has a base material having a pigment coating layer essentially consisting of an adhesive and pigments on at least one surface and a resin layer essentially consisting of a thermoplastic resin and thermosetting resin disposed on the pigment coating layer, in which the arithmetic mean deviation of profile Ra75 of the base material surface is <=2.0μm and the image forming method using the same.
