PROBLEM TO BE SOLVED: To obtain a photoactive compound and its use. SOLUTION: The photoactive (photooxidizing) compound comprises one or more units of Ax (BOy )z X (where A is one or more of metal atoms of Ca, Co, Ni, Cu, Al, La, Cr, Fe, Mg, H, Sr and Ba; B is one or more of atoms of P, S, Si, Ge, V and Cr; X may comprise one or more selected from OH, halogen atoms and CO3 ; (x) is 8-10; (y) is 3-4; and (z) is 5-7). The compound is partially stuck to an oxide semiconductor having photocatalytic activity typified by titanium dioxide. A material adsorbing and decomposing agent comprising the compound, a composition obtained by combining such compounds and a coating material, and an environmental clean-up and antipollution agent containing such compounds are provided.
