A catalyst for carbon monoxide removal such as a supported ruthenium catalys t, with which carbon monoxide is oxidatively removed from an alcohol reforming gas containing hydrogen and carbon monoxide to be supplied to a fuel cell, i s brought into contact with an inert gas or an inert gas containing less than 50 vol.% hydrogen gas only to thereby activate the catalyst. Thus, the poisonin g of a fuel cell electrode by carbon monoxide is prevented.
