PROBLEM TO BE SOLVED: To provide an electrostatic powder coater and an electrostatic powder coating method capable of preventing occurrence of an orange peel in a coated surface and also uniformly applying and depositing a powder coating material by collecting free ions causing electrostatic repulsion to prevent an unnecessary increase in electrification density of a powder on the coated surface. SOLUTION: The electrostatic powder coater is characterized by comprising a floating means 3 for floating a powder 2 in a housing 1, an electrode 4 for electrifying the powder 2, a transportation means 6 for retaining a coating object 5 to be coated with the powder 2 and carrying the coating object 5 in and out of the housing 1, a powder spraying means 7 for spraying the powder 2 electrified by the electrode 4 to the coating object 5, and a collection means 8 for collecting free ions generated in the electrode 4.
