PROBLEM TO BE SOLVED: To provide a device which forcibly and emergently removes deposits when high-turbidity muddy materials and suspensions of a slow and filter basin deposit on a sand surface layer to make the continuation of filtration infeasible. SOLUTION: The device comprises a tapered pyramid skirt section 2, a submersible pump section 3, a water level regulating machine float section 4, a control rod section 5 and a rope 6 for movement. When the suspensions deposit on the sand surface layer of the filter basin and the filer basin is put into a clogged state to make the assurance of a necessary amount of water flow impossible, the device is emergently operated to prevent the occurrence of a water failure, or the like.
