PURPOSE: Provided are a solid polyelectrolyte which exhibits a minimized evaporation of electrolyte and substantially has not a change of composition, and a lithium secondary battery applying the same. CONSTITUTION: The solid polyelectrolyte comprising a polymer matrix, an ionic inorganic salt, and a solvent, is characterized in that the polymer matrix consists of an ester acrylate having an acryl monomer of formula 1 and an oxyethylene recurring unit of formula 2, and a fluorocompound. In the formulas, R1 is hydrogen or methyl group, R2 and R3 are independently selected from the group consisting of hydrogen, C1-C5 alkyl group, dialkylaminomethyl(-CH2N(R')2)(wherein R'1 is C1-C5 alkyl group), and ether(-(OCH2CH2)m-OCH3)(wherein m is a number of 1-10), R4 and R5 are independently hydrogen or methyl group, and n is a number of 1-30.
