PROBLEM TO BE SOLVED: To efficiently remove trace amounts of hazardous materials such as dioxins and environmental hormones, contained in water even when the ozone consumption of the water is high, and to improve an accelerated oxidation treatment performance. SOLUTION: The water (sewage) 1 is supplied to an oxidation reaction chamber 2 provided with oxidation treating means (UV irradiating means 3 and ozone injecting means 5) and is subjected to an oxidation treatment. The sewage is then supplied from the oxidation reaction chamber 2 to a membrane filtration equipment 7 where a portion thereof is obtained as membrane permeated water (treated water) 9. The balance is returned as circulating water 8 to the oxidation reaction chamber 2.
