PROBLEM TO BE SOLVED: To provide a cationic surfactant, etc., having excellent preservable stability and flexibility and good color tones. SOLUTION: The cationic surfactant contains, per 100 parts by mass a component (i) to a component (vi), >=70 parts by mass specific cationic compound (i), <=7.5 parts by mass specific alkanol amine ester (ii), <=12.5 parts by mass specific amine monoalkyl sulfate (iii), <=2.5 parts by mass fatty acid lower alkyl ester (iv), <=7.5 parts by mass specific sulfate type betaine compound (v), and <=0.5 part by mass water (vi) and the degree of making the surfactant cationic is >=0.85. The degree of making the surfactant cationic = cationic compound (mass) alkanol amine ester + amine monoalkyl sulfate + cationic compound (total mass).
