SOLUTION: In the method for treating hard-to-decompose organic substances, solid matter are removed from the waste water 1 by filtration and then brought into contact with a nickel peroxide catalyst 4 in the coexistence of an oxidizing agent 5 such as hypochlorous acid to make the hard-to-decompose organic substances harmless.
