PROBLEM TO BE SOLVED: To provide a washing method of a coated surface of metal, concrete or the like contributing to reduction of a time, labor and a cost as well as to prevention of a detergent pollution by imparting a functionality to washing water of high pressure water to carry out an efficient washing without using a detergent and imparting a self-cleaning performance, even after washing, to a washing surface to prolong a washing period. SOLUTION: Effective mineral composed of sodium borate and BAKUHANSEKI (a kind of granite porphyry) is eluted into washing water to make functioning water. It is passed through a strong magnetic field to make magnetized water. An alkaline electrolytic water effective for washing is generated by electrolysis and is sprayed onto the washing surface by high pressure. Silica moiety contained in the washing water and the coated surface are ion-bonded to form a thin glass-like film. Thereby, the self-cleaning property for a long period is imparted.
