PURPOSE: A structure and a method for assigning ATM(Asynchronous Transfer Mode) resources when performing a hand-off between BSCs(Base Station Controllers) are provided to improve a call processing efficiency and a hand-off processing efficiency by assigning flexible ATM resources based on an SVC(Switched Virtual Circuit) method when performing the hand-off between the BSCs. CONSTITUTION: BSCs(10A,10B) have base station interface units(11A,11B) for performing an interface with base stations(20A,20B) which provide a service to subscriber terminals, and vocoder selectors(12A,12B) for performing a selection and combination function of a frame unit for a hand-off, respectively. The BSCs(10A,10B) have ATM resource management modules(13A,13B) for performing an ATM resource management in their BSC and an ATM channel setup to the outside, translating a VPI/VCI(Virtual Path Identifier/Virtual Channel Identifier) in the hand-off, and setting a flexible ATM channel with an object BSC, respectively.
