PURPOSE: A device and method for inputting a Chinese character is provided to supply a convenience for a user by directly inputting basic strokes which constitute a Chinese character and generating the Chinese character. CONSTITUTION: A plurality of representative basic stroke keys(11) display at least one representative basic stroke of basic strokes which constitute a Chinese character. A designated key unit designates an area of the representative basic strokes. A selection key(12) selects a basic stroke out of representative basic strokes and dependent basic strokes. A termination key(13) instructs an input completion of the basic stroke after the designated key unit and the selection key(12) are inputted. A memory unit(40) comprising at least one basic stroke and stores a plurality of Chinese characters allocated by a data value. A signal conversion unit(20) converts a key code value being generated from the input key unit(10) into a key code value capable of being processed at an after-edge. A Chinese character generating unit(30) receives a converted key code value from the signal conversion unit(20). If at least one representative basic stroke key(11), the designated key unit, and the selection key(12) is inputted and the termination key(13) is inputted, the Chinese character generating unit(30) creates a data value corresponded to the converted key code value by inputting the basic stroke key(11), the designated key unit, and the selection key(12), searches a Chinese character corresponded to the created data value from the memory unit(40), and generates the Chinese character.
