PURPOSE: To provide a call connection system that can effectively utilize a particular slot in the case that the particular slot is assigned to an emergency call and no free slot exists other than the assigned slot. CONSTITUTION: A wireless base station reserves part of available slots allocated for communications with each wireless terminal for call (emergency call) connection requiring emergency and allocates the remaining slots to general calls as other calls. When a wireless terminal makes a call and the call is a general call, the system discriminates whether any free slot for general calls exists among the available slots (step S36), and allocates the slot to the call to make call connection when available (step S37). When no free slot exists for the general call and the free slot for the emergency call exists, the system reserves the slot to transmit to the caller an announcement of connection unavailability to the destination and releases the reserved emergency call slot after that (step S38).
