PURPOSE: A device for controlling driving of a laser diode in an optical information storage medium recording and playback system, and a method for controlling the same are provided to generate an optical laser beam suitable for an operation mode of the optical information storage medium. CONSTITUTION: A monitor(100) measures actual intensity of radiation emitted from a laser diode. A regenerative signal level detecting unit(110) detects an RF signal level read in playing an optical information storage medium. A clock generating unit(120) generates system clocks according to the kind of the optical information storage medium recorded and played. A signal format unit(130) generates signal types in recording, playing, and deleting by using the system clocks. A control unit(140) decides a driving frequency of the laser diode by determining the kind of the optical information storage medium and errors in values detected in the monitor and the regenerative signal level detecting unit. A driving unit(150) drives the laser diode applying the driving frequency and the signal types.
