PURPOSE: A device for recording an audio signal in case of no video signal in an optical disk recording system is provided to generate a video signal in the system in the case that only an audio signal is input. CONSTITUTION: A first PLL(Phase Loop Locked) part(212) generates a video clock synchronized with a synchronizing signal of an input video signal. A video clock generating part(230) generates a video clock independent from the first PLL part. A video signal generating part(240) generates a predetermined frame of video signals according to the video clock. A second PLL part(280) generates an audio clock synchronized with the video clock selectively generated from the first PLL or the video clock generating part. An audio signal processor(282) encodes the audio signal being synchronized with the audio clock generated from the second PLL part. A video signal processor(270) selectively encodes the video signal of the video signal generating part or the input video signal being synchronized with the video clock selectively generated from the first PLL part or the video clock generating part according to the existence of the video synchronization.
