PROBLEM TO BE SOLVED: To provide a means which securely acquires variation in the logical level of an input signal and speedily outputs it. SOLUTION: To set the output of a receive signal by detecting low-to-high and high-to-low transitions of the input signal, two reference voltages and two differential amplifiers are used. One reference voltage is set close to or lower than an electric high voltage level and the other is set close to, but higher than an electric low voltage level. The reference voltage which is closest to the input signal is specified as an active reference signal (208). When the input signal crosses the active reference voltage (202), the digital value of the output of the receive signal varies (204). Then when the input signal crosses an inactive reference voltage (206), the inactive reference voltage becomes an active reference voltage (208). Then a lapse of dead time in which the crossing of the input signal and active reference voltage is made ineffective is expected (210). When the input signal crosses the active reference voltage after the dead time, the output of the receive signal varies (204).
