PROBLEM TO BE SOLVED: To prevent leak and short circuit of a high polymer electroluminescent element caused by scratch and adhesion of dust on the surface of a high polymer light emitting layer, a pinhole, and a clearance between patterned pixels in a process for manufacturing the element. SOLUTION: In this high polymer electroluminescent element constituted by laminating at least an electrode, a high polymer light emitting layer, and an opposing electrode on a substrate, an insulation protection layer is provided between the high polymer light emitting layer and the opposing electrode to prevent leak and short circuit of the element caused by defective patterning. Furthermore, a manufacturing method for the high polymer EL element enabling high productivity and winding production is provided by forming the insulation protection layer by an application method.
