PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which is improved in wear resistance and free from changes in potential for repeated use, which has high sensitivity and which can maintain images of high picture quality, and to provide a method for manufacturing the photoreceptor and to provide an image forming device and a process cartridge for the image forming device by using the photoreceptor. SOLUTION: The electrophotographic photoreceptor is characterized in that a photosensitive layer comprising an alcohol-soluble binder resin, an alcohol- soluble charge transfer substance and a filler is formed on a conductive base body. In the method for manufacturing the electrophotographic photoreceptor, the outermost surface layer is formed by using the above substances. The image forming device is equipped with at least a photoreceptor, electrifying means, image exposure means, developing means and transfer means. The photoreceptor in the device or the process cartridge for the image forming device is the above mentioned photoreceptor.
