PROBLEM TO BE SOLVED: To provide a compact power receiving and distributing device of an environment-conscious type of high reliability containing a switch by using a general resin material for an insulating rod for open-and-close operation of a switch and insulating the surrounding with a high-performance insulation medium. SOLUTION: A linking rod 26, an operating rod 27 and an insulating rod 28 constituting insulating and operating rods for switching electrodes of a vacuum valve 1 are placed inside an insulation vessel 23 filled with a liquid insulating medium such as silicone oil, and the insulating vessel 23 is integrally molded with a vacuum valve 1 by a solid insulating material. This does away with an overheating treatment process in manufacturing the insulating vessel 23 and the insulating and operating rod, so that, a general resin material can be used for an insulating rod 28.
