PROBLEM TO BE SOLVED: To solve such a problem that an individual has many chances to transmit a large amount of data to many persons in a broad band age and accordingly, there is a danger that the traffic amount on a network can be affected. SOLUTION: A transmission managing system manages data to be transmitted in transmitting a message via the network. The transmission managing system 10 comprises a detector 22 for detecting whether or not the transmitted message includes specific data, a storage part 24 that stores the specific data when the message includes the specific data and is disposed in a local place on the transmission side, and a converting part 26 for converting the specific data to a simple data including information related to the specific data. A transmitting/receiving part 28 transmits the simple data before the transmission of the specific data.
