PROBLEM TO BE SOLVED: To provide a control station that controls transmission of setting data such as the number of received backup times and a backup reception system code in a position registration state of a backup reception mobile station resident in its own system so as to ensure a backup communication function on the occurrence of a disaster and improve a system call loss rate in an ordinary state.
