PROBLEM TO BE SOLVED: To provide a plasma display panel in which two adjacent scanning lines commonly use a single sustaining discharge electrode, and writing discharge interference between the adjacent scanning lines is suppressed without making barrier ribs into a grid shape and to provide its manufacturing method and a driving method of the panel. SOLUTION: The panel is provided with a first substrate 1 which is transparent and has a main surface that generates sustaining discharge to light emit discharging cells, a plurality of barrier ribs 3 which are mutually parallel and extended in a constant direction and a second substrate 2 which is opposed to the main surface of the substrate 1 across the ribs 3. The substrate 1 includes first cover layers 11 and 12 which are alternatively exposed along a constant vertical direction and mutually extended in parallel to cover the main surface side of the substrate 1. The layer 11 is constituted of materials that activate sustaining discharge 100 more than the layer 12.
